Question 9 of the upcoming Alberta referendum asks about amending the rules that apply when federal and provincial laws conflict. In this talk, Dr Dwight Newman, KC, FRSC from the University of Saskatchewan will start by accessibly explaining the basics of Canada's current rules upholding the paramountcy of federal laws over provincial laws.
